Effective February 9th of 2006 California Department of Toxics Substances Control (DTSC) prohibited batteries, cell phones and several other items from being discarded in solid waste landfills. In general, universal waste may not be discarded in solid waste landfills. In effort to conveniently service our residents, and help keep these hazardous materials out of our environment, the City of Elk Grove has a battery and cell phone recycling program for residents to drop batteries and cell phones off free of charge.
Battery Recycling
All batteries are considered hazardous waste in California. This includes all batteries of sizes AAA, AA, C, D, button cell, 9 Volt, and all other batteries; rechargeable and single use.
Batteries are considered hazardous because of the metals and/or other toxic or corrosive materials contained within. However, batteries are potentially a valuable source of recyclable metal. Survey shows in the year of 2001 approximately 507,259,000 batteries were sold in California, and only 0.55% of these batteries were recycled.
Household batteries are accepted at a number of locations in Elk Grove and are listed below. Look for the battery recycling tube with the Elk Grove seal when recycling your household batteries.

Cell Phone Recycling
Electronic waste is a growing concern for all of us. As more and more consumer electronics are discarded, it is important that we take responsibility by reducing our impact on the environment by recycling as many of these electronic items as possible.
By the end of 2005, the number of cell phones discarded in the United States is expected to be more than 500 million, and that number is projected to grow by an additional 130 million per year.
Currently only about 5% of retired cell phones are being recycled. Most are being stored. When deciding what to do with your used cell phone, please keep in mind that cell phones may contain hazardous substances. The City of Elk Grove wants to spread the word about the dangers of discarded cell phones, and to encourage cell phone owners to recycle their used phones.
So what happens when cell phones are recycled? Once a used cell phone is dropped off at a participating retail store, or mailed to a carrier or manufacturer with mail-in programs, the product will typically be packaged and shipped to a facility for evaluation. From there, it will be reused, refurbished, or recycled.
