Business and Multi-Family Recycling
On May 26, 2010, the Elk Grove City Council adopted Ordinance No. 10-2010, which includes Chapter 30.60, Business Recycling.
On June 9, 2010, the Elk Grove City Council adopted Resolution No. 2010-118, which details the fees and policies related to Title 30, Solid Waste Management (including Chapter 30.60, Business Recycling).

What Is the Business and Multi-Family Recycling Program?
As of July 1, 2010, all businesses, non-residential properties, multi-family properties, and single-family residential properties managed by an association or other organization, that subscribe to 4 cubic yards per week or more of trash service, are required to have a recycling program.
Why Did the City Adopt the Business and Multi-Family Recycling Program?
Commercial and multi-family properties generate more than half the waste disposed of in the State. Commercial waste makes up 49.5% of the waste stream and multi-family residential waste makes up another 8.4% of the waste stream, for a total of 57.9% of the total waste stream. A significant amount of this waste is easily recyclable.

Additionally, the City is required by State law (AB 939) to divert 50% of the waste materials generated in Elk Grove from landfill disposal through source reduction, recycling and composting programs. The Business and Multi-Family Recycling Program will contribute to the City’s efforts to comply with this State law, and will contribute to the City’s commitment to environmental protection, greenhouse gas reduction, and energy independence.
Who Must Comply with the Program?
All businesses, non-residential properties, multi-family properties (with 5 or more units), and single-family residential properties managed by an association or other organization, that subscribe to four cubic yards per week or more of garbage collection service, are required to implement an on-site recycling program.
What Are the Program Requirements?
- Complete a Recycling Plan. You will be contacted by your trash hauler to complete a Recycling Plan if your business or multi-family property is subject to the program. The Recycling Plan includes summary information about your business or multi-family property and indicates how you will comply with the program.
- Separate recyclables from trash. Recyclables include mixed paper, newspaper, magazines, junk mail, cardboard, plastic containers (#1 - #7), glass containers, and aluminum and tin cans.
- Provide for the collection and delivery of recyclables to a recycling facility by either:
- Entering into a Service Agreement with a Registered Commercial Hauler or an Authorized Recycler for the collection of recyclables; OR
- Self-hauling recyclables to an appropriate facility. For this option, you must complete and retain on-site a Self-Haul Certification Form.
- Provide containers to collect recyclable materials in businesses and multi-family properties.
- Post and maintain signs in areas where recyclables are collected.
- Educate employees and/or tenants about the program.
Who Are the Registered Commercial Haulers and Authorized Recyclers?
Only Registered Commercial Haulers or Authorized Recyclers can collect and haul recyclables in the City of Elk Grove.
