Clean-Up Companies
Clean-up companies provide a wide range of services, including jobsite clean-up and hauling of trash and recyclables. The Sacramento Regional Solid Waste Authority (SWA) recently adopted a fee schedule for clean-up companies based on a formula that determines gross revenue for the trash hauling only, and the City now uses this same methodology.
Beginning with the July 2010 Monthly Report, due September 1, 2010, commercial haulers that provide clean-up services at a residential or commercial property or a construction site, will calculate a gross revenue estimate for solid waste by multiplying $105 per ton of commercial solid waste collected. As this is the calculated gross revenue, the sliding scale rate will then be applied to that number to determine the hauler fee.

Sliding Scale
The calculation of commercial hauler fees payable to the City is based on a sliding scale, and the range on the sliding scale changed with the passage of Resolution No. 2010-118 on June 9, 2010. The more a commercial hauler is able to recycle, the less it pays to the City. In order to pay at the 10% rate, the hauler must recycle 30% or more of the material collected and hauled.
The new sliding scale for determining the commercial hauler fee, in effect as of July 1, is posted below.

The first monthly report in which the new sliding scale will be in use is September 2010. The new sliding scale will be applied to the reported diversion rate in the 2nd Quarter of 2010, and will be used to determine the rate for the months of September, October, and November (see the Rate Determination Schedule link below).

Late Fees and Report Due Dates
Beginning with the July 2010 Monthly Report and payment (due September 1, 2010), there will be a late fee of $2 per business day for each monthly report, hauler fee payment, and/or quarterly report that is late.

Business and Multi-Family Recycling
Commercial haulers will be required to complete and submit a Business and Multi-Family Recycling Status Report beginning with the July 2010 report (due August 15, 2010). The report will be due monthly through December 2010 (during the implementation period), and will be due quarterly beginning with the 1st quarter of 2011 (due May 1, 2011). The reporting due dates are as follows:

Construction and Demolition (C&D) Debris Recycling
New construction projects in Elk Grove with a project value greater than $250,000 and all demolition projects will be required to participate in the City’s Construction and Demolition (C&D) Debris Reduction, Reuse, and Recycling Program.
The requirements for persons applying for a building permit for a covered project are structured to encourage the use of registered commercial haulers for the collection and hauling of trash and recyclables from construction sites. (The permittee can also self-haul material.) The hauler is identified on the Waste Management Plan (WMP), which is filled out at the time of application for a building permit. Once a permit is issued, the permittee is required to keep on-site a copy of the Service Agreement with the hauler. A Waste Log (WL) will be required of either the permittee (if self-hauling) or the commercial hauler (if selected by the permittee) within 30 days of the issuance of Certificate of Occupancy or the completion of the project.
