Commercial Haulers

On May 26, 2010, the Elk Grove City Council adopted Ordinance No. 10-2010, which includes Chapter 30.50, Non-Residential Haulers, and also repealed Elk Grove Municipal Code Chapter 6.06 in its entirety.

Section 30.50.010 requires that "no person shall engage in the business of collecting, transporting, or disposing of commercial solid waste kept, accumulated or generated in the City or to engage in the business of soliciting accounts or invoicing customers for commercial solid waste service in the City unless authorized to do so under a valid registration or franchise agreement with the City."

On June 9, 2010, the Elk Grove City Council adopted Resolution No. 2010-118, which details the fees and policies related to Title 30, Solid Waste Management (including Chapter 30.50, Non-Residential Haulers), and also repealed Resolutions No. 2003-148, 2006-13, and 2006-177.

While the residential hauler in Elk Grove is an exclusive franchise, the commercial hauler arrangement is a non-exclusive, open-market, registration system.  Commercial haulers must be registered with the City, all hauling vehicles operating in Elk Grove must pass an annual vehicle inspection and display a City-issued sticker, and commercial haulers must report tonnage and revenue information and pay hauler fees.  The City is actively pursuing illegal haulers in order to prevent illegal dumping, and to maintain a fair and level playing field for the registered haulers.
